SNB - Bills is now AVAILABLE!!! (Update 06/20/20)

Yes, you read that right! Victor has resurrected Bills to completely take over EA's system. Now you have the power to pay what you want to pay along with the efficiency system of storing and selling from Eco Lifestyle.

06/20/20 UPDATE
One final code update (we hope) on Bills. This should resolve property tax data not being saved and remove some of the code we have in place in adding in the repoman until next time. Thanks @Anya#4713 for testing this final version for us!
06/19/20 UPDATE
We had a report that when Bills was removed, they got a one-time error. Once saved without Bills installed, the error was resolved. This has been corrected as well as the missing parts of strings that were previously translated. Those parts will appear in English until translated. The Linguist team is working to get the missing parts translated and I will be doing string updates every week until we got all of them updated. If any further code changes are needed, we will update accordingly.

Fixed a bug where Property Taxes would still be charged from University Student Housings or Dorms.
Fixed a bug where getting bills delivered while on vacation would cause a save error upon returning home.
Changed Power and Water utility costs to reflect the game's new bills system costs.
With Eco Lifestyle, the lack of Garbage Collection Home Service now forces the new Reduce Recycle lot trait. This lot trait is now locked to this system.
Added a new Manage Utilities option to the SNB Bills App.
SNB Bills App now shows up instead of the game's default Bills & Utilities screen.
